George G. Dimitrov is a Bulgarian professor of law, founder of the cyberlaw doctrine in Bulgaria.
Prof. George Dimitrov is a doctor of laws of Katholieke Universiteit Leuven, Belgium (Ph.D. 2008). Graduated cum laude from the Sofia University, Faculty of Law (LL.M. 1995) and has specialized at the Academy of American and International Law, Dallas, Texas (2002) as a holder of the prestigious Victor Folsom Fellowship. He is a professor in ICT Law at University for Library Studies and Information Technologies, at Plovdiv University “Paisii Hilendarski”, Veliko Turnovo University “St.St. Cyril and Metodiy”, the Lawyer’s Training Center “Krastyu Tsonchev” (advotraining.bg) and many other professional and academic institutions. He is a founding partner of Dimitrov, Petrov & Co. – a leading Bulgarian law firm (www.dpc.bg) and Chairman of the Supervisory Board.
Prof. George Dimitrov is a Panelist at the Czech Arbitration Court for the .eu domains ADR and the Arbitration Court of the Bulgarian Industrial Association.
Being a Chairman of the Law and Internet Foundation (www.netlaw.bg) – one of the think tanks for research and knowledge in the area of cyberlaw in Bulgaria and in Southeast Europe, Prof. Dimitrov has been the leading expert and head of numerous working groups that have drafted the contemporary Bulgarian legislation in area of information and communication technologies inter alia the Electronic Identification Act, the Electronic Commerce Act, the Electronic Governance Act, the Electronic Communications Act, the Commercial Register Act, the Electronic Document and Trust Services Act, the cyber-crimes section to the Criminal Code, and many other acts of primary and secondary legislation. He has played for many years a leading role in elaboration of key the strategies of national importance, such as: the National Concept on E-Justice, the National Concept on E-Identification, the Strategy for the Implementation of the E-healthcare in Bulgaria, the Strategy for E-government, the Strategy for Competitiveness of Bulgaria on the International ICT Markets, et al.
George Dimitrov is the founder and Chairman of the Board of Directors of Evrotrust Technologies (www.evrotrust.com) – the Bulgarian national notified electronic identification scheme and qualified trust service provider while such being used from a smart device.
He has served as expert in IT law on many EU and international projects on the implementation of various EU legislation in the area of electronic identification, electronic signatures, electronic documents, electronic commerce and electronic governance in Bulgaria, Macedonia, Bosnia and Herzegovina and other countries, as well as an expert to several experts groups at the EU Commission, such as the ones on Remote eID for KYC/AML Purposes, the digital euro and others.
Advisor and expert to numerous standing committees at several Bulgarian Parliaments, the Bulgarian Council of Ministers, several Ministers of Justice, E-government, Interior, Transport, Information Technologies and Communications in Bulgaria and has served as an advisor to the Minister of Information Society and Administration of North Macedonia.
Prof. Dimitrov has trained for number of years attorneys-at-law, judges, prosecutors, investigators, in-house lawyers and state officials in the legal aspects of the implementation of the legislation in the areas of e-commerce, e-government and cyber crimes. He is an author of many academic books and articles in the area of the information and communication technologies law.
Architect of the first e-mediation platform in Bulgaria, the first Bulgarian Bar Register, the first private notified national electronic identification (eID) scheme of Bulgaria, accessible from a smart device – Evrotrust ID, and the first eID scheme of North Macedonia – ID operated by Evrotrust. He represented Bulgaria before the EU Commission in the procedure for notification of the Bulgarian eID scheme.
He is an author of more than 20 books and more than 100 manuals, articles and academic reports in the area of cyber law.
