Ilir Shala is a distinguished executive with over 25 years of leadership and technical expertise in the energy sector, specializing in power transmission, renewable energy, and regulatory frameworks. His extensive experience spans strategic planning, project management, and high-level negotiations with international financial institutions and regulatory bodies.
As the former CEO of KOSTT, he played a pivotal role in transforming Kosovo’s energy landscape, leading the establishment of the Kosovo-Albania Control Block (Bloc AK), integrating Kosovo into the ENTSO-E framework, and spearheading the creation of the Albanian Power Exchange (ALPEX). His leadership in these initiatives has significantly enhanced regional energy security, market transparency, and cross-border cooperation.

Currently, Ilir serves as the CEO of Global Energy Solutions (GES), where he leads high-impact projects in renewable energy development, and energy market operations. He has provided strategic consultancy to international energy firms, including Voltalia, advising on large-scale infrastructure projects, regulatory compliance, and financial structuring. His expertise includes negotiating Power Purchase Agreements (PPAs), Connection Agreements (CAs), and Balancing Agreements (BAs) with national regulatory authorities and energy market stakeholders.
Ilir holds dual Master of Science degrees in Electrical Engineering from the University of Prishtina and in Service Management from the Rochester Institute of Technology (RIT), New York. His academic background, combined with his executive leadership experience, positions him as a thought leader in energy infrastructure development and market integration.

A recognized expert in the sector, Ilir has collaborated with major institutions such as the EBRD, KfW, IFC/WB, and the European Commission, ensuring compliance with international standards for energy project development. He has also contributed to academic and professional training programs, mentoring the next generation of energy professionals.
